Full Time / Part Time Full Time Funding Position Responsibilities Internal Posting? Position Summary

This position directs all aspects of the University NCAA rules education and compliance program.

The position acts as the University liaison with the NCAA and affiliated conference, and outside constituent groups regarding rules interpretations and compliance issues.

It interacts effectively with general counsel and the athletic department coaches and staff, student-athletes, university faculty & staff, administration, and outside entities to ensure rules compliance through the development and dissemination of rules education programs, and the documentation, monitoring, and oversight of relevant activities.

This position reports to the Office of General Counsel. Responsibilities Job Duty Function Provides a centralized NCAA rules interpretation function by : Job Duties / Responsibilities

Using rules compliance knowledge and experience, obtaining prior NCAA rules interpretations, analyzing and evaluating them for applicability, and disseminating the rulings to make rules interpretations for the university, athletics department, and outside constituencies.

Responsibilities Job Duty Function Directs and supervises compliance monitoring efforts by : Job Duties / Responsibilities

Developing and implementing general operating policies, systems, and procedures for recruiting, financial aid, eligibility, summer camps and clinics to ensure compliance with all applicable NCAA rules, including the areas of student-

  • athlete employment, awards and benefits, complimentary tickets, NCAA sports sponsorship requirements, National Letter of Intent signees, NCAA recruiting rules exam, NCAA Student Athletes Statement, NCAA and University of Idaho Drug Testing Consent;
  • reviewing, approving, overseeing and supervising department, staff, student-athlete activities, events, materials and procedures in these areas;
  • Developing and implementing general operating policies, systems, and procedures for Title IX compliance within Athletics.

    Assists and advises coaches on NCAA and Title IX compliance in their recruitment efforts : counsels coaches, students, and families on NCAA initial Clearinghouse eligibility.

    Using compliance documentation, experience and judgment to research, investigate and prepare appropriate NCAA rules violation self-

  • reports and any appropriate NCAA appeals;
  • Preparing and maintaining compliance reports, documentation, and NCAA files;
  • Managing information from several sources to prepare and present information sessions for NCAA and affiliated conference rules education to Athletics department staff and coaches, UI student-

  • athletes, UI campus constituencies, booster groups, and outside groups and prospects;
  • Monitor Title IX compliance (including gender equity) within Athletics, and develop reports and analyses regarding the same;
  • liaison with UI Title IX Coordinator for Athletics Title IX compliance matters; Provide facilitation and administration for UI Athletics Gender Equity Committee;
  • Provides or oversees advice and counsel to prospective freshman and transfer student-athletes and their families, as appropriate, on university admission and / or transfer requirements, initial NCAA eligibility, and / or NCAA transfer eligibility requirements.

    Preparing compliance forms, compliance manual, recruiting manual, and booster rules education materials and other duties as assigned.

    Acting as primary liaison for The University regarding NCAA and Title IX compliance

    with and between various constituencies to include students, parents, high

    school and college officials, faculty, university academic officials, university

  • compliance officers, alumni, and the athletic department;
  • Representing the University with NCAA, affiliated conference, NCAA

    faculty representatives, and other campus and external constituencies.

    This position is the bottom line for all NCAA and Title IX compliance issues for all these groups.

    Responsibilities Job Duty Function Coordinate the National Letter of Intent Program by : Job Duties / Responsibilities

    Being the primary liaison with the Nation Letter of Intent Program. Oversees all

    compliance, offers, validation and submission of NLIs.

    Position Qualifications Minimum Qualifications

    Bachelor’s degree

    3+ years of related work experience

    NCAA Division I compliance experience

    Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues

    Demonstrated computer and organizational skills

    Excellent oral and written communication skills

    Personal and professional integrity

    Knowledge of the rules, regulations, and laws regarding student records

    Preferred Qualifications

    Master’s degree or Juris Doctorate Degree

    Experience assisting a university transitioning from one NCAA division to another division

    3-4 years of Division I compliance experience / administration

    NCAA Compliance Software expertise

    Ability to operate effectively in a competitive atmosphere

    Ability to establish good rapport with administration, coaches, faculty, staff, and student-athletes

    Knowledge of NCAA and affiliated conference rules regarding the collection and retention of student-athlete enrollment data

    Ability to effectively utilize computerized student information systems and NCAA Compliance Assistance software

    Comprehensive working knowledge of university-level student registration policies, regulations, procedures, and standards
